After fire welding and forging, the Damascus was
treated as follows:

2x Normalized
4x annealed to fine grain
1x Soft annealed ("Divorced eutectoid transformation" according to Dr. Verhoeven)

This heat treatment gives the Damascus a very fine microstructure!
